Section 8 New Construction was established to provide decent and safe rental housing for eligible low-income families with children, elderly, disabled, or single persons. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local housing agencies (HAs) that manage the communities for low-income residents at rents they can afford. Preferences are given to persons displaced due to government action or a result of a disaster, domestic violence, and homelessness. Security deposits and utility deposits are the sole responsibility of the applicants.
